Air and sea freight, door-to-door delivery with customs clearance to American Samoa, more cargo types acceptable (DAP/DDU/DDP)

American Samoa, with its major city Pago Pago. A USA territory, not part of the continental U.S, its customs procedures differ from U.S. customs. American Samoa is often referred to as Eastern Samoa, geographically close but now completely different from Samoa (capital Apia, often called Western Samoa). Exports to this region should not be confused with the two regions mentioned above, as they are vastly different.

 

Logistics to American Samoa can be handled by air and sea freight with customs clearance in and delivery to the door. This includes 100% export customs declaration and tax refund or provision of relevant customs license, import customs clearance in American Samoa, tax payment, and delivery. 1. Air Delivery to Door: Air freight to Pago Pago International Airport, followed by customs clearance and door-to-door delivery, 7-11 days. Currently no direct flights; transit via Oceania is required. Customs clearance requires bill of lading, electronic commercial invoice, packing list, etc. Major costs include AMS fee, airline import fee, airline local handling, customs clearance, breakdown, customs scan fee, handling, and lidgate delivery. General cargo has approximately 3 days of free warehousing. For heavy or bulky cargo with a density exceeding 250 or below 120, a density of 120 is preferred.

 

2. Sea Delivery to Door: To Pagopago port. Currently no direct flights; initial journey to Oceania takes approximately 28 days, followed by transshipment. The second leg of the journey takes approximately 8 days after actual departure. For transshipment cargo, it is recommended to clearly indicate the destination port and container number on the shipping marks. The ratio of heavy to bulky cargo is 1:500 or 1:1000; booking for heavy cargo requires advance confirmation.

 

3. Express delivery services such as DHL/Fedex/UPS. Five options plus time-based fees; for urgent orders, transshipment via fewer express services is recommended. 85% of express services incur additional fees for oversized, overweight, or overweight items, and are charged separately for bulky cargo.

 

Import tax rate is approximately 8%. Major areas in this region include Pago Pago, Tāfuna, Nu’uuli, Leone, Falenius, Ili’ili, Aūa, Mapusagafou, and Fagatogo. Some are purchased directly from the market without factories or traders, lacking invoices, transportation certificates, and relevant authorizations, leading to difficulties in export. To address these needs and promote trade development, compliant customs clearance, and full tax collection, import and export departments usually allow third-party agencies such as freight forwarders, logistics companies, shipping agents, and customs brokers to assist in handling various customs clearance and tax payment matters. Import duties are reimbursed based on the tax bill issued by customs.

 

The DDP model, including tax, facilitates smooth and compliant customs clearance and simplifies various import procedures. DDP payment of taxes by the sender promotes the global transshipment of more exported goods.
